ARPAN was established in June 2006 and registered under society registration act 1860 by the registrar of Joint Stock companies, Port Blair vide registration No. 1316. ARPAN was founded in response to the needs of communities living in rural areas in Andaman & Nicobar Islands and also to the growing need for training and capacity building in these disaster prone Islands.. An important objective of ARPAN was also to develop more effective interfacing between Non-Governments organizations (NGOs) and Government Organizations (GOs), especially those working in the rural areas.
In order to demonstrate how the quality of life of poor communities living in these areas could be enhanced, ARPAN linked up with big and small NGOs who were also involved in addressing the issue of poverty in rural areas. The main thrust of the approach is the development of local initiative in the form of self help groups (SHGS), Farmer’s club, FIGs primarily women, enabling them to restore and manage economic activities.
This has led to its establishment as one of the non – governmental development organisation on the "fast track" in Andaman & Nicobar Islands Primarily, the organisations has been able to establish a good standing with the governments and Non Government agencies.

ARPAN has a governing body consisting of Chairman, Vice-Chairman, Secretary, Treasurer and members
Roles & Responsibilities:
Chairman: General administration and chief of the decision maker.
Vice-Chairman: General administration and chief of the management of project.
Secretary: Office management and co-ordinate with government and non-government agencies.
Treasurer: Financial controller and financial advisor.
Members: Program development, evaluation and where possible monitoring.
